What that means a comic book has no price or a seal of approval, just the number of the edition?

I saw several copies of the comics even when they will simply have the question number - no money, no month, no cc, no "approved by the authority of the comics code" just a number. What does this mean? The reference books were few back issues of The Incredible Hulk.

They could be offered free copies to stores as free samples to be distributed. What books are they and what company are they?
